The Dream project

In Norway, like in many other countries, primary care is mainly provided by the municipalities, who are responsible for putting macro level policy aims of person‐centred practice into effect at an organisational level. Municipal health and social care services are complex organisations, often including a series of services and units of different kinds. There is often a lack of communication between services and units, and it is well documented that service users are often not treated as they should be. For instance, violations of security and rights quite frequently occur, often due to lack of coordination, information provision and user participation (NBHS, 2013), and are often due to leadership failure (NMHCS, 2015).
